Folkestone Town Council (FTC) is pleased to announce that, following positive and constructive negotiations with Kent County Council (KCC), it has successfully completed the acquisition of the freehold of 2 Grace Hill.
This landmark agreement ensures that a valued local asset is brought back into community ownership, securing its long-term future for the benefit of residents and the wider town.
The Town Mayor of Folkestone, Councillor Jackie Meade, said:
“We are delighted to have reached this agreement with Kent County Council. Securing the freehold of 2 Grace Hill is a significant achievement and a proud moment for Folkestone. This is about safeguarding an important site and ensuring its future is shaped by, and for, our community.”
FTC and partners share a vision:
• of the library returning to Grace Hill;
• a hub for cultural and creative industries;
• social and community spaces that bring together our hugely important voluntary sector.
Cllr Tim Prater, who proposed the motion to move forward with the purchase, said:
“The moment that KCC stated they were going to dispose of 2 Grace Hill at auction, FTC was determined to ensure that did not happen. The building is too important for the people of Folkestone to leave its future to chance. Generations of residents have grown up spending time in 2 Grace Hill as a library and museum. FTC are determined that future generations will spend time there too.
There is a vision for 2 Grace Hill. Part of that vision is that Folkestone Library can return to its former home. When we have created a space fit for a 21st century library, FTC and our partners will work with the library service to see that vision realised.”
Before and through the building’s regeneration, FTC will work with partners to deliver a program of community engagement events celebrating the history of 2 Grace Hill, refining and developing the vision, and looking forward to its exciting future.

By working with Creative Folkestone and community partners, we are confident 2 Grace Hill will become a vibrant space that nurtures talent, supports the local community, boosts the local economy and enhances Folkestone’s growing reputation as a creative destination.”
The acquisition reflects a shared commitment between FTC and KCC to secure a sustainable and community-focused future for the site. FTC will oversee the stewardship of 2 Grace Hill, ensuring that its heritage is respected while enabling innovative and inclusive uses.
